Change strobe frequency independently of refresh rate

Hello,
I have a Benq XL2430T and an EVE spectrum 4K.
I would like to change the strobe frequency seamlessly (like the way the duty cycle is changed using Blur Buster strobe utility, with a slider).
For the moment the only way to change strobe frequency is to change the refresh rate, but any way to "separate" strobe frequency and refresh rate ?
