Hello. My config RTX 4090, i7 13700K. I'm quite new to the whole VRR stuff, for years I have been on 60hz no VRR display.
I have noticed that in scenarios when my GPU doesn't reach 99% or 100% but when I'm CPU-bound I get very often constant micro stuttering (when G-sync is enabled). When I'm GPU bound the game is smooth. Is this normal? Or should be worried?

If a game stutters, g-sync can't fix that.

I had that same problem until I decided to spot check one thing, NVIDIA's implementation of Resizable BAR. The whole purpose of enabling Resizable BAR is so that the CPU can have full access to the GPU's resources, framebuffers, etc.
If you use a RTX 4090, it's probably has jerky gameplay because the target BAR size is not what it should be. By default, it has a very small memory size and the CPU is struggling to keep pace with the GPU. As an example, I have a RTX 4080 and played Godfall. This is a graphics heavy game like Cyberpunk. I had the worst experience with this game until I found this little utility on Github that will set the Target Resize Bar size correctly. This tool was designed for cards that did not have BAR, but it works with current models too. You have to Google a tool from Github called NvStrapsReBar
Once you run this utility, you will see that you do not have a Target BAR size. Just use the same size as your graphics card here, save, and reboot. Optionally, you can also enable SR-IOV in the BIOS.
