I upgraded from an AW2521H (G-sync module) to a 27GS93QE (basic freesync). On the old monitor, if I manually set a game/app to 'Fixed Refresh' in NVCP, it would behave nicely and simply not engage VRR when I tabbed into that game/app. On the new monitor, manually setting a program to 'Fixed Refresh' causes it to seemingly switch display mode every single time I alt-tab into or out of said program, causing a 2 second long black screen. This is true even of windowed programs like Photoshop (where disabling VRR is a must due to tons of stuttering and flickering that it causes).
Is there any way to fix this or is it an unavoidable downside of the G-sync module-less hellscape we now exist in?

I had something similar and the fix was to reset the global profile in the nvidia control panel (with the "Restore" button.)
The problem would reappear sometimes if I kept using NVCP to set some games to fixed refresh. If I instead use nvidia profile inspector, it doesn't happen:

Maybe you have to reset all customized profiles in NVCP, not sure. The problem also caused another issue for me, where after booting into Windows, after 5 seconds or so, the screen would blank out for half a second then come back. I also get this exact issue... I'm starting to wonder if it's time for a clean Windows reinstall. These little issues aren't getting fixed even with a clean driver install.

DDU fixed it for me before I discovered it can be fixed by NVCP reset.
