Awful Stutter on High End PC

I have spent countless hours trying to find a fix for this stutter I have been dealing with. Drivers, settings, g sync, rtss, you name it I have tried. I am at my wit's end here. Working with a 4080, 12th gen i7, Samsung 980 pro, gskill trident royal ddr4. Using an LG C2 as my primary display. I can get my framtime graph on rtss to be flat completely flat but every maybe 8 seconds a huge spike and whatever game I am playing stutters. I have spent too much money here to deal with this issue. I feel like I have tried everything. I do have some understanding of pc's but this is perplexing as shit. Can someone please help!!!
