G-sync + V-sync (Frametime stabilization)

Hi there.
I'm a bit confused about how V-sync combined with G-sync enabled the frametime stabilization.
I'm playing a game where tracking the crosshair is important, and with V-sync on it seems easier to keep a stable tracking and it seems i can shoot more accurately.
So is it true that V-sync alone, even without G-sync has inherent frametime stabilization by nature?
Also, another question is.. Does it add any additional input latency? Assuming I run G-sync properly with fps cap?
Can anyone shed some extra light on this? THanks!
