Okay, so what do you mean by "outside of the VRR range" exactly? Do you mean when the framerate is above the refresh rate, or in the LFC range, both? With G-SYNC Compatible on, off or both?

What I can say is, minor flicker is expected with very low frame/refresh rates during loading screens, etc, even on a native G-SYNC display, but it sounds like you may be experiencing it in a different context.

I'm not 100% on the amazing G-SYNC 101 Series.
My setup:
ASUS VG278QR 27 @144Hz
Intel Core i7-10700K
Corsair Vengeance LPX 32 GB
Sabrent Rocket 2 TB M.2-2280 NVME
NVIDIA GeForce RTX 2080 Super FE
I'm using Outer Worlds as an example.
In the settings for OW I can only limit to 144 so I think I need to use an FPS limiter yet I have never used one before. I have MSI afterburner installed for my GPU fan curve so maybe I can tie it in there somehow...
So I have the settings correct in the Nvidia CP - with GSYNC On + VSync On
Now with the 144 FPS setting I'm trying to match the 144Hz of my monitor, yet many times FPS either exceeds or dips below 144. Am I using the FPS limiter to set the limit to 141 for all games based on these settings? Or do I have to constantly tweak based on games?
Did I get something wrong with these settings and there's a better way to do this?

I think you can find the relevant ini file of the game and set t.MaxFPS=140.

You don't need afterburner. You only need RTSS (which gets installed with afterburner, but you can run it on its own.)

You can do whatever you want. I set an FPS limit depending on the game. If a game can't reach 140FPS but can run at about 100FPS for example most of the time, I cap to 100. But that's just my preference.

As long as my 0.1% or 1% lows aren't too low in the given game, I've been doing this lately as well. I.e. if my system can only reach 75 FPS, I'll limit to 70, etc (while keeping my refresh rate maxed when using G-SYNC, obviously).

I honestly find it a superior experience where input, refresh rate, and frametime consistency is concerned when directly compared to, say, 70-141 FPS VRR at 144Hz. You're mileage may vary and all that.

I'll find and edit the ini file. Do you think I should I be able to find similar settings to edit in other modern games like Doom: Eternal and Cyberpunk? And if I edit the pref files I don't need the FPS limiter correct?

I think I get the matching thing - so my goal now is really always 141 FPS for 144Hz - right?

So for my Outer Worlds example I generally hit ironically right about 141 yet it does dip to 100 sometimes. Is there some formula I should follow - even based on your preference? Like what happens if I set it to 100 and I'm all up at 144 a lot? I really dont understand the science here so don't waste your time trying to explain - I'll read the article many more times trying to comprehend - Im just more looking for your preference/opinion.

So if you limit to 70 what happens when the FPS climbs to 150 (if it did).

I dont get the VRR and again, please don't waste your time trying to explain. I will read the article and forums a bunch more for the science.

This method doesn't directly involve G-SYNC, is optional/preferential, and is only for the purpose of consistency where your system can't maintain a higher sustained framerate in the given game.

Don't let it confuse you where recommended G-SYNC settings are concerned.

I couldnt find the settings file yet I was able find info on how to set the max frames in NVCP:
