If I'm playing Fortnite and my monitor is 75 hz with no g sync or free sync

would the optimal settings be cap fps to 72 and use NCVP V sync?

No. This is only useful for gsync/freesync. For fixed refresh displays, you can use vsync off with an uncapped frame rate if you don't care about tearing. If you don't want tearing, then you can use fast sync (nvidia) or enhanced sync (amd) with an uncapped frame rate, or use vsync with a Hz - 0.01 FPS cap to reduce vsync lag. See:
