If you have frame pacing smoothness issues, you can always try to use RTSS with a frame cap. This usually fixes smoothness issues in games. I use it all the time :-)

If priority is motion fluidity, you want framerates matching Hz.

- Powerful GPU to keep frame rate matching refresh rate
- VSYNC ON with various low-lag VSYNC ON tricks
- Frame rate cap

If you want more flexibility with varying framerates -- then you want variable refresh monitor such as a FreeSync or GSYNC monitor, see Demo of variable refresh rates which can eliminate stutters of varying frame rates. On such a monitor, the refresh rate stays in sync with frame rate, which makes it much more seamless.

Judging from the OP's other posts, g-sync is in use, so there's no need to care about FPS matching refresh rate.
