It doesn't necessarily mean the refresh rate is unstable; it's more likely the meter is inaccurate, especially since it was probably originally created for use with FreeSync, not G-SYNC, which runs off a different driver from a different company.
Just one possibility though. Depends on what you actually see/feel in-game in relation to the meter.
