All monitors have scalers. Whether or not they support overlocking or not is a different question. Usually not.
Why not get a monitor that supports a high refresh rate to begin with?

say you get a 4k 240hz oled monitor 32inche ultra wide 21:9
can you overclock it above 240hz at lower res? say you use 240hz 4k for story games, then crete custom res for 1080p for competitive games at say higher refresh rate of 250 or 260 or 300 etc

Probably not. But there's dual-mode monitors that have a button that allows you to switch between 4K 240Hz and 1080p 480Hz. In that mode, the monitor behaves like a real 1080p display too, no scaling needed.

yeah but what if you want higher res than 1080 but higher hz than 240hz?
1080 is 50% less than 4k.
1600 ( 1620 ) is 25% less than 4k.
so create custom profile with cru
4k 240hz
1600p 360hz
1080 480hz

but if it is REALLY not possible. Then I would be fine if the 1080P 480Hz mode supports DLDSR so you use the x2.2 mode so you get a bit higher details for far objects in the game and crispy edges and alasing. while maintining the 480hz. but sadly the dual modes does not support dldsr at the 480hz mode i heard

My hardworking and never-giving-up-will has yielded a result. I managed to create custom res with custom refresh rate and changning the actual active display pixels! the trick is to deceive the monitor into thinking ur native refresh rate is 182hz ( or any hz u desire )
so i managed to drop my monitor res from 2560x1600 to 1920x1200 with the 182hz refresh rate ( not donw scaling, it is real displaying 1920x1200 pixels! please know the diffirence ) and now the pixel cclock is 502Mhz, at 1600p it was 800Mhz!
but even tho the Pixel clock has been droped this much! i still cant go past my old OC limit! which is 186hz ( screen start to artifact around 40-50% of the screen )
but how and why??!! i have been hearing alll this years you can get higher refresh rate ocing with lowering ur monitor res. can someone please explain what is happening>?! thankss

You heard wrong. It's sometimes possible with some displays, but for most, no.
