FRAMERATE "choppines" or "judder" despite high specs PC and monitor

RIVA Tunner, Latency Moon, Nvidia software, all shows me a constant 60fps+ without any drops, a flatline frametime timeline, and normal GPU and CPU temps and usage, but still, even on high fps it doesn't even look like fluid 60fps gameplay that i see on youtube or in my other friends PC. It isnt stuttery, it looks not fluid, i think its call "Judder"
I tried on a M27Q ips Gigabyte monitor of 170hz with G-sync ON and OFF, a LG ips 21 inch 60hz monitor, diferent LCD TVs, diferent monitors, and all the results are the same
My PC specs are:
CPU: Intel 12700k, 4800 mhz
Liquid cooler for CPU (doesnt go above 60c in heavy load)
GPU: 5080 RTX Gigabyte Aorus (doesnt go above 65c in heavy load)
RAM: 32 GB - 2x 16 GB DDR5 5200 MHz Kingston Fury Beast
Motherboard: ASUS Prime Z690-A
STORAGE: NVME 2TB 750sn Patriot and 500gb 750sn Patriot
PSU: 850W GEN 5 PCI-E ATX 3.0 GOLD GIGABYTE

What could be the problem? I read that it might be judder, but it happens on every screen I try (TV, monitor, etc.).
Is there another “definitive” clean install method for Windows? Or a foolproof version of Windows?
Please, I’m going crazy trying to figure this out.
P.S. I can’t upload gameplay footage due to file size, but if you want to check out my gameplay, I’ve uploaded all the direct captures on my YOUTUBE CHANNEL @Peppy-fr5qh names is Peppy (you will need to compare to other diferents gameplays on youtube to notice the diference and see the level of Judder im talking about)

i tried:
- -Enable the resizable bar from BIOS and check in the Nvidia Control Panel.
-GPU running on Gen3, Gen4 and (currently) Gen5 PCIe (confirmed by GPUz)
-Disabling Vsync and limiting to 60 FPS with RIVA TUNNER
-Changing Monitor overdrive settings
-Changing motion blur settings in game
-Update Bios
-Update Nvidia software and Windows 11.
-Reinstalling Windows 11
-Installing Windows 10
-Disabling Windows Game Mode
-testing changing the GPU to a 4070 Ti, a 1070 Ti, a 2080 Super and a Radeon 6700 XT
-testing changing the RAM and CPU to an Intel 9700k and 16 DDR4
-Changin Motherboard
-Changing NVME
-Changing for diferent PC Screens and TVs
-Enabling and disabling G-Sync in compatible devices
-Changing all setings of Nvidia Panel
-The problems are not particular to one game, every single game from 2000s 2010s and 2020s give me the exact same problem
-Energy lectures are fine
-Temperatures are fine
-Vsync on and off
-Tested on Screens of 60hz native and screens of 170hz native
-Tested Variable Sync
-in BIOS PCI Express Native Power Management → Disable
-in BIOS PCI Express Clock Gating → Disable
-in BIOS ASPM (Active State Power Management) → Disable
-in BIOS Re-Size BAR Support → Enable
-also, disabling resize bar
-in BIOS AI Overclock Tuner → XMP I or XMP II
-in BIOS CPU Base Clock (BCLK) → 100MHz (default)
-updating BIOS and GPU drivers
-cleaninstalling GPU drivers
-Using a UPS Online Synt Wave of 1000va (i only tried it for 3 days, i dont know if it is a problem that takes a lot of time connected to a syntwave connection to get solve)
