When i open he "Msi_util ver3" Realtek net adapter was High priority and in msi mode on,Should i untick the msi mode off like i use to have it ? and should priority be High or Undefined like yours?

As they said before, every pc has its own config, try enable MSI_mode and see the performance, then disable it and compare. These network cards act differently from pc to another.

and the final step is maybe after you add these dwords restart pc then go to powershell and see my screen yours says true then is on.

this is the result of this command: Get-SmbClientNetworkInterface, maybe my network card doesnt support RSS at all. But i saw people with same network card have it.
