What improved my hitreg/mouse tracking/desync in CS2
Ok, so basically there is one thing among hundreds of windows tweaks/bios tweaks/etc that significally reduced issues. For the first time since long long time I have a big impact in the game. I achieved it at the cost of compromising performance and visual comfort but so far I'm satisfied because I can kill without putting so much efforts into it. I would say there is still 50% space for improvement.
The tweak is very simple:
1. Reduced monitor hz by half, in my case it is 144 hz on 240 hz monitor (XL2546K).
2. Capped fps at 300 or 280 but 400 works somehow fine too.
3. Doubled or quadrupled DPI. If you play on 400 dpi and 3 sens, try 800 and 1.5 or 1600 and 0.75. Higher DPI reduces input lag and it's confirmed: https://www.youtube.com/watch?v=6AoRfv9W110
3. This is what gave me the best results - MOUSE HZ TO 125. Yes, it makes my mouse more snappy, it does not accelerate randomly, I feel much more confident when peeking and I can one tap. The crosshair goes most of the time directly where I want.

Last games: + last faceit not yet on leetify Don't ask me why, it just works. I can't really explain why this actually helps on high-end PC.

The most likely reason is that lower refresh rates and polling rates aren't that latency sensitive. That's why nostalgia about lower input lag is mostly false. Only mostly, because older Windows versions did have lower latency and hardware as well. his pc just cant stable 1000hz and good frametime/fps (or not).
some things work better for some reason:
360hz: all mouse on screen movements are blurred, I see my sight slowly moving from target to target.
60hz: crosshair instantly teleports from target to target.
i cant explain that.

2.why cap 400 when refresh rate is 144 ?
3.show me one pro that won major that is not playing on 400 dpi
3.show me one pro in world that plays with 125hz mouse

I tested it, and it seems that the enemy seems to be slower a little bit, but it becomes very difficult to aim.

I confirm your words regarding lowering the refresh rate, possibly changing the Hertz of the mouse (case by case) and favored 800 DPI (it's even better if you play in native resolution or 16/9)
I play in 800 DPI at 1.25, the default sensitivity of CS 2 (you will notice this change in CS 2 from 2.50 (400 DPI reference) to 1.25 (800 DPI reference)
Personally I have a BenQ XL2411K 144 Hz screen, I only play CS2 (99%) and BF5 (1%) in native resolution 1920x1080 and for a purely technical optimization question I am at 100 Hz @ FPS_max 300 and my mouse is set to 500 Hz and my game is perfect, but really perfect.
We could go into detail about why it's better this way but I'm too lazy to write a piece
