Plus it suprises me to see some people say they spend 10k dollars , but they did not hire a engineer to monitor harmonics and install desired active harmonic filter to their home

Also HUGE drops of voltage isn't normal when turning on appliances.
That depends on the source of unstable/low voltage tho, as there is a possibility the source of it is causing harmonics and harmonics can cause issues.
