I have an AMD Radeon RX580 and a Samsung Freesync monitor(LS27F350FHNXZA) that has an HDMI 1.4 input.
What is the VRR range for this monitor ? the monitor is 75hz...I can only find one source that says the VRR range is 48-72.
What happens if the frame rate drops to lower than 48 ? does this monitor support LFC ?
Another unrelated question, This monitor does not have a USB port, but if you go to its support website, you can see that there is an upgrade file ? and a device install app ? Can I upgrade the firmware on this monitor ?

But at 75Hz, I think it's pretty much guaranteed that LFC doesn't work. Even if the range begins at 40, you'd still need 80Hz for LFC to work (and even then it probably wouldn't since you need some extra headroom, like 90Hz.)
I don't know if LFC can work partially though. Like 30FPS being LFC'ed to 60Hz, even though 40FPS can't. You can try and find out using RTSS overlay editor and add the display refresh rate sensor, which will show you the target refresh rate.

Can I use the CRU app to increase the Freesync range ? like change 48-72 to 20-75 ?

Yes. How the GPU driver will handle it though is anyone's guess. Also, LCD panels in monitors usually can't run at 20Hz without starting to glitch out.

- How low should I set the minimum value of the VRR range ? is 38 good enough ?
- My Freesync monitor supports Freesync through HDMI1.4, is the procedure to change the VRR range for DisplayPort and HDMI1.4 different ?
- When you change the VRR range through CRU, should you repeat the procedure again after a driver update ? or is it sticky ?
- When I enable Freesync Ultimate in my monitor's settings, I can get native 1080p@72hz. Can I overclock the monitor to 1080p@75hz or even above that ? is it safe ?

Depends on the panel. Some can go as low as 30, some start having problems below 48.
I don't know. I would say it's safest to modify the EDID of the connection you intend to use. It's safe as far as I know. I used to overclock my old 60Hz monitor to 77Hz (max it could go without it forcing a constant OSD pop-up telling me "wrong timings.")- When I enable Freesync Ultimate in my monitor's settings, I can get native 1080p@72hz. Most 75Hz FreeSync panel don't support LFC. I believe LFC is a driver / firmware behavior and simply extending VRR range doesn't trigger LFC.
That said it's still better to be able to squeeze a bit more out of the lower range. I used to own a LG 75Hz FreeSync that started flicker below 33Hz.
