I noticed that there are problems with textures on consoles too. the same problems as on the PC. and for some reason it doesn't happen on my friend's laptop (custom iso without key, kms auto). Some time ago I used a two-pin extension cord (without grounding) and I got a worse input delay, the texture pop in was even bigger.

"Imagine running a game such as GTA V. The first time you run it the settings are usually set on lowest meaning no AF or AA, low shadow resolution and distance. So the NvAPI takes these settings and unloads them into the L2 Cache of GPU so that the Stream-multiprocessors can read them and when ever you exit the game NvAPI should force the GPU to flush the settings by writing Global Settings into the cache area. For some reason it's stuck. It can happen when you change a setting by dramatically tuning it up and the variant is not fast enough to rewrite. Now the settings cannot be verified by any variant in order to be flushed. The only way to fix this is to find the way to flush the cache and unload a clean NvAPI into the cache. Now this also answers why this happens again when you insert new parts into the PC and that is because the drivers always keep the same buggy variant in their backup files and loads it into memory if its missing. It also works the other way, if you reinstall the drivers, it automatically reads the variants setting from the cache and make a copy of the variant. In order to fix it we have to unlock the resources and unload a variant . However we have no idea how to do that atm."

An addition: if you open Device Manager -> Display adapters -> your video card -> Events you will see that this device overall is not started, i mean there will be not any Started or Not, just Driver service added. But if you reinstall Windows (Win10) and straight after go to that path you will see mark that Basic display is started, basic display its a video card on very default drivers(without drivers), but if you install after nvidia drivers, will be no status of started or not, just added.

It is not ME or PSP fault (same not Consoles / Smartphones faults). It is users/shop-vendors (human factor) faults.
Incorrect-low picture quality, shimmering objects, textures popups, low distance draw, 144hertz feels worse than 60hertz, jitters and overall wrong lod bias - damaged hardware (mainly i/o system) from various sources: Connected malfunctioning/used devices to PC / incorrectly plug/dissasembled parts / overheating - not properly usage of hardware / bought returned/refurbeshed as new from shop /real instability electricity / cheap-unstable-insufficient PSUs / installed corrupted OS (for home users who want to build PC from various components requires only genuine Windows boxed Retail from Microsoft directly to avoid scum on very first PC installation). Different: People/regions/home conditions/local economics/mentality.
If you have PC/Console with these symptoms, find peace in your heart and move on, let hardware do its job, Raw CPU perfamance will be the same just picture quality will be lower + noticeable jitters with fps drops, ofc you can play games, PC will work always stable and with your ssds/hdds information will be all perfectly fine. Just next time make things right from the start and do not connect any of old devices to new PC/Console + use stabilizer for new monitor - its always a good way to defend your expensive devices especially if they connects to PC/Console.
P.s. If, for some reason, you used 5$ keys or an overall not legit activations and you activated Microsoft Account with these activations, when you will build new PC, create new Microsoft Account on new PC (never use old Mic account on new hardware if you did before these non legit activations). I know example from one man, who bought all new (middle-end good PC), installed Windows from MCT, he decided to use non activated Windows till he can get Genuine Retail box (so he not enter any of keys). After installation, he recognized that Windows was activated by itself (in that case only two possibilities why this happend). I know alot of other examples from different sides, that's why i advise: if you want new awesome PC you have to exclude every hypothetical faults and do things right from the very start.
There is nothing wrong with electricity (it can damage hardware sure, but only once for example - when your lights in house are often flickers - this is a symptom of bad electricity - thats why is needed stabilizer for monitor atleast + check your LAN/WAN device - Lan connects to PCH, and required correct usage and connection of all external devices to PC), electricity physically cannot give your PC permanent desynced image all the time, same as it cannot "heal" these symptoms (physics not works that way), the culprit of these symptoms is within hardware only and in 95% of cases its human factor fault.
