After fresh re-install,install your chipset/lan/audio and nvidia drivers.
Do your windows updates and give latencymon a try before doing any de-bloat/optimize/tweak.

ok, if you want reinstall windows you need make it correctly.
There is 2 variants:
1. using ventoy + revios ventoy config
2. disable eth cable while installation and block device update in advanced system settings
install only NIC (if w11 use wdf driver, if 10 use classic ndis) and gpu driver via nvcleaninstall (enable msi mode / disable dhcp only)
use 2nd variant if you copy is legal.
if that not help you (that not because issue is NOT windows or hardware), try to:
enable CSM mode / Disable TPM / Disable Secure boot / Disable r-bar / Disable 4g decoding. + try enable / disable virtualization (it adds pci ports in msi mode when enabled)

This is going to sound bizarre, of course a lot of fixes here do but you should give it a try.
Unplug everything from your pc, ethernet, power, usb's. Hold the power button for a few seconds while it is unplugged.
Plug everything back in except move all your peripherals to different ports.
If you have use audio through USB, make sure you plug this into a different USB than it originally was plugged in. It seems to me that my USB audio headset does better plugged in to one of the USB's on the front top of the pc.
This is something that works for me once in a while. IT WON'T SOLVE THE PROBLEM PERMANENTLY and for some reason (like many of the other fixes here) doesn't work all the time but it does indicate that you may be suffering from the same input lag issues many of us have.
A couple other things to try.
Remove all monitors in device manager (uninstall) and then either change dp port for the monitor or just remove the power cord from monitor and plug it back in.
I don't know why any of these things work.

Re: Persistent, system-wide microstutter/jitter. Hard to diagnose
I'm leaving for Thanksgiving and will be returning in a couple weeks. I plan to check back here, but wont be able to try any more solutions until then. I plan to bump the thread once I've returned. Thank you all for your help so far. This has been the most edifying forum response I've had so far
