Going to have to shuffle through the replies before responding.

I have a PG248QP and was experiencing the same thing he was with a PG27AQDP. I have used my PG248QP with ULMB on as well as tried GSYNC, neither fixed it.

Point of my post was it contradicts what he's saying, but we have the same identical issue.
Have you tried playing the same games you experience issues with on Windows 7?

So u guys suggest a pg248qp is better for competitive play then a pg27aqdp?

E-TN displays, such as the PG248QP, cannot compare to OLED (PG27AQDP) in sample & hold motion clarity due to the stark G2G response time difference.
Neither can it do backlight strobing sufficiently well due to KSF/PFS phosphor causing red fringing and the inability to use strobing below 360hz, thus affecting the benefits you should be getting from this method of chasing motion clarity.

Anyone who tells you otherwise hasn't read a single blog post Chief has done on this website.

I will say that there's potential in the XL2586X, to some extent. due to the use of a QD backlight instead of KSF/PFS (which other E-TN's employ)
The strobing parameter adjustments aren't as granular as on the XL2566K or XG2431 due to the inability to use the blurbusters utility with it.
I haven't seen someone play around with it, but theoretically the E-TN is the fastest LCD panel up to date (with very good compliance till 360hz)

It's use of QD backlight instead of KSF/PFS that other E-TN's employ leads to less red fringing, but the strobing parameter adjustments aren't as granular as on the XL2566K or XG2431 due to the inability to use the blurbusters utility with it.

it can do strobing below 360hz, you just need to disable the 540hz overclock and copy same pixel clock of the other resolutions, i have tested, it can do down to 160hz strobing, maybe 150hz, i cant remember, but def 160hz, it couldnt do 144hz, it just looked weird, but the lower the HZ the lower the brightness

241hz brightness was a bit lower than normal brightness
300hz was similar to 360hz/540hz brightness, and the ufo looked clearer than 540hz with large vertical total

BUT.

in game is not the same as UFO test, sure it looks clearer in ufo test, and maybe slightly clearer in game, but its so hard to see, and the lower input lag and smoothness of 540hz, (even if i cant reach 540fps) just feels better

i am currently rocking asus with gsync 540hz

Interesting, I haven't seen someone play around with the strobing on the ASUS E-TN.
Would you be able to do pursuit shot of a TestUFO's at these lower refresh rates?
Yes, you're right that games are not like the UFO test.
Games have different transitions compared to UFO, which may accentuate or mask the benefits of higher refresh rate.

Chasing higher refresh rate is always better than strobing, but they have their own purpose.
Strobing is for situations where you want great clarity at lower frame rates (in titles which are unoptimized)
Sample & hold is the proper way forward (while hoping games get better optimization in the long-run)

Hi, I'm sorry for dumping this here but I've been trying to fix this problem since yesterday and had no progress, please help me.

My monitor is Asus TUF Gaming VG279QM (G-Sync, IPS, 240hz). I had no problems playing Overwatch 2 with this monitor ever since I bought it two years ago. Yesterday, after playing for 3 hours, I decided to change the graphic settings to ultra than back to low. But after doing that, characters, their names, healthbars, airborne texts in practice maps or anything that's in the middle of my crosshair/screen started to appear blurry at close range when I move fast, it gets worse if they're also moving. It's like there's motion blur all of a sudden. This didn't exist just 5 minutes before. So unlike the post, this issue didn't exist when I first started using this monitor, like I said, it was perfectly fine for 2 years. And yesterday, I played for 3 hours and just changed the settings and now I have this problem.

While restarting the game, (right before this problem occured) I also played with some settings from Nvidia control panel 3D Settings tab for Overwatch, so I might have changed a setting there accidently. It sometimes laggs when I scroll down and randomly changes a setting. So after experiencing this issue, I reverted all the settings from nvidia control panel back to default but it still didn't fix the problem.

I strongly believe this is a refresh rate issue because when I lower the fps to 60, blurriness disappears but this time it looks laggy since my monitor is 240hz.

I've been using the previous Nvidia driver (566.14) because the newest one causes fps drops (566.36) but like I said, I didn't have this problem just 5 minutes before changing the graphic settings.

I've also tried the UFO test and there's no blurriness or anything similar. No ghosting or anything.

Do you have any idea what could be the reason and how can I fix it? I've been trying to find a solution for a whole day now and nothing worked. Here's everything I've tried so far:

Restarting the PC
Checked cables, unplugged and plugged them back in (even though they didn't even move)
Turned my second monitor off
Reinstalling the nvidia driver I've been using with no problem (566.14)
Reinstalling the newest nvidia driver (566.36) (didn't fix the issue and still major fps drops)
Scan and repair the game
Reinstalling the game
Turning Gsync on and off
Turning Low latency mode on and off
Turning Vsync on and off (both in game and Nvidia control panel)
Basically tried turning on and off every Overwatch in game graphic settings but nothing worked
Set the in game frame limit to 230, 239, 250, 600
Enabled Nvidia Reflex in game setting
Tried various different settings from Nvidia control panel 3D settings tab for Overwatch. Gsync, low latency mode, vsync, max frame rate) There could be settings I haven't tried that maybe you know and could help.
Reverting the 3D settings of Overwatch from Nvidia control panel to default
Tried the UFO test, it looked perfectly smooth with no problem or blurriness

I'm thinking of creating a seperate post for this issue but I saw this post that said blurriness in Overwatch so I wanted to ask here first. Please forgive me for interrupting your discourse. I'm really hopeless at this point.

UPDATE: The blurriness problem doesn't occur when watching a replay of a match, but it still exists in live gameplay. I have no idea why this is but yeah this is something I've discovered after hours of testing. Also my other games doesn't have this problem as well.
