Weird frame skipping, stuttering in games

Hi everyone,

I am at wits end with a problem I'm having.
My frames stay at about 74/73 fps which is fine, my monitor is 75hz.

However, seemingly randomly my games decide to display hiccupping/hitching frame rates (the frames do drop a bit, but not much).

I've tried numerous things like:

- reinstalling windows fully (like 6 times now, to no avail)

-reinstalling graphic drivers
-reinstalling directx
-disabling dhcp
-disabling core isolation
-using balanced power plan
-using high performance power plan
-using just ethernet
-using just wifi
-updating bios
-downgrading bios
-trying other ram sticks
-disabling virtualization stuff in Device Manager
-disabling HPET in DM
-adding firewall exceptions
-forwarding ports

My frames don't drop, but i do get stutters/hitches, like when walking /running around its like it will "pause" for a bit then continue, its at random too, sometimes the frames are stable, but lots of times it will do this.
It worked fine a few days before....
I hope someone can help me. Is there anything i am skipping/forgetting?

I'm at wits end.

Driver wise I have the latest drivers installed for my graphics card (which at the time of writing should be 572.16 for NVIDIA). I updated the chipset from the motherboard manufacturer which is Gigabyte. I did a memtest for the RAM, which came out fine. My Drives I also checked for firmware updates, which aren't available atm.

I mostly play FFXIV, which is also where most of the trouble is situated in. My frames would be at 75/74 fps which it would run fine at, but when I go and run about with my character, the frames would drop to 73/72 (any number below 75/74 really) and it will cause a hard stutter which is very noticable and annoying.

Hope this provides a little more info.
