lowest latency pc build in 2025 help

Hi,
I'm looking for help with building a PC optimized for competitive gaming at a high level, focusing on the best, lowest-latency parts available. I primarily play CS2 on Faceit level 10. While I've started researching, I'm still new to understanding PC builds and would appreciate guidance on what to buy. My budget is between $1200 and $1500 USD, excluding the monitor.

Would you recommend AMD or Intel?

I think it is better to buy intel, but the top segment will be very expensive.
