i had the same problem when my internet was worst (vdsl with on wire only) so whenever i disconnected usb and reconnected the game also "lagged shortly" and i had good hitreg. I think its because it was back in "sync" again. I want to note that all power saving features are turned of, I've deeply checked all that stuff and I'm running KirbyOS on which most of this stuff is already off by default.
Do you guys have anything that could at least lead me in the right direction? Here are my PC specs and perihperals, just in case.

So my theory is that your internet is causing many errors with resending packets which cause out of sync and usb plug in and out is fixing it until the (internet) error is too high and you go out of sync again.
Test this, disable and enable your ethernet or change something in the ethernet settings that has no effect like magic packet or arp offloading and see if the hitreg is also good for a few seconds/minutes.
