How should I set things up to make 30fps gameplay feel smoother and more stable?

How should I set things up to make 30fps gameplay feel smoother and more stable?

I’m currently using:
- RTSS with front edge sync to cap at 30fps
- Refresh rate set to 120Hz
- Lowered monitor brightness
- V-Sync enabled in NVIDIA Control Panel (not adaptive or half refresh rate)
- G-Sync compatibility turned off

Is this enough? Am I missing anything?

30fps is not enough information for your eyes to make it "smooth"
Have you considered running Lossless Scaling Frame Generation? It works wonders for retro-games as a flickerless motion blur reduction method.
Take a look at this topic: viewtopic.php?f=4&t=13792
I want to preserve the cinematic feel of 30FPS, does frame generation maintain that?

If your display has good VRR, then use g-sync and cap to 30FPS. That's the best way.

If VRR sucks at 30FPS on the display, then use SpecialK to cap, by using the "normal" limiter mode and selecting one of the fractional caps. RTSS will still produce hiccups. You can also try SK's fractional latent sync for the lowest lag possible.

Lastly, there's always fractional vsync (1/2, 1/3, etc), but it adds an immense amount of lag.

The "cinematic feel of 30FPS" is fundamentally antithetical to feeling "smoother and more stable".

By definition, you simply have to chose one, the other, or somewhere in between.

If you want to confirm that you're getting a perfectly paced 30FPS, you're going to have to do some high speed camera shots, side by side tests, or a high frequency light sensor and processor. FCAT or PresentMon can help make sure the software pacing is correct. It's not really a matter of checking boxes but rather making sure it works and investigating what isn't.
