experiencing visual stuttering at 100 and below fps on a 270 hz monitor

sometimes i need to lower fps in games. in cs 1.6 i need to fix fps max 100 (because the game itself has a fps of 100, when i set it too high the game gets buggy) or when I play dead by daylight, I lock 90 fps when I play wesker. (the character's ability synchronizes better at lower fps) I can keep sampling it. in short, how do I fix it. If I adjust the v-rate values with cru, will it get better?
