I'm also currently struggling with this issue. I got a new PC a week ago (9800x3d 5070 32gb) and I have been playing at my absolute worst. I used to play on a 144hz laptop with lots of frame issues and I could perform better. The issue could be anything, so I really don't know where to look. I've tried some stuff, but none worked.

the reason i say do a new windows install with NEWEST injected drivers its because maybe there is some sort of conflict inside windows with updating drivers/windows updates i may be wrong but give it a try i will provide benchmarks soon if someone wants them especially my 0.1% lows are way better I used ddu and nvcleanstall and they not compare in terms of fps latency feeling with correct driver by microsoft

Can you share us your bufferbloat test?
I apologize for the late reply. I forgot that I had an account on this.
My bufferbloat sinds around B to A- with mostly a lot of download latency jitter (around 10ms or so) - sometimes it's lower.
Ping is 17-25.
This is all TCP though - UDP is what matters for val. I'm on wifi though, but it wasn't an issue on my laptop.
