Make a tracert to the first node 46.223.197.252 show the result. It seems to me that the problem is between LaggyTyp and the first node. I doubt that you will have a jitter of 5ms like LaggyTyp.

This is a tracert of 2000 km 2 different providers at the same time.. And Vodafone, the intermediary that sells traffic to my country, does not cause any complaints.

tracert doesn't show jitter, a repeated ping test does. Here's my result

High jitter might just be a simple QoS mechanism where ICMP packets are deemed unimportant in a high-load scenario, thus being delayed on purpose for other, more important traffic to come through. It might indicate something, but it's not definitive.
