I probably found a fix for that, however, I'm still testing. Gonna reply tomorrow with the conclusion. By the way, I think that buying external ethernet adapter would be 10/10 solution for me, but I try to fix my issue without purchasing it.

I 100% got rid of my mouse input lag by uninstalling the extra Microsoft visual c++ in control panel. I only have the 1 there now and months later the desktop etc feels smooth as still.

but you need them for games to even launch, no? they get installed automatically when launching new games?

Some games, not all of them. I only play a handful now

Here i'll explain my issue even better. The only USB 2.0 port on my MOBO is next to the Ethernet Adapter. The mouse on USB 2.0 is very responsive and smooth, however, when I use it (even with dongle), I get packet loss and internet speed drops from 1000mbit/s to 100mbit/s, so I have to restart my PC to get the speed back, however, it will drop to 100mbit/s later again. If I use USB 3.0 mouse becomes slow and unpredictable. Any ideas how to make USB 2.0 usable without buying External Ethernet PCIe card?

Logitech Superlight 2 (using 4000 Hz), 14600KF.
Actually, you’re onto something about RSS. For some reason, as soon as I disable it, things get worse, while with it enabled the mouse feels better. What’s more, in MSI Mode Utility 3 I changed the Realtek Controller interrupt priority from High (default after reinstalling the driver) to Undefined. This option moved the NIC to the E-Cores, and this tweak also improved mouse snappiness.

I also applied another tweak I found on a forum, after which both the internet and the mouse feel more responsive. The mouse is snappy, I don’t get packet loss or internet disconnects, and now USB 3.0 works fine, better than before.

Here’s what I did:
1. Uninstalled Intel USB 3.20 eXtensible Host Controller – 1.20 (Microsoft).
2. Turned OFF my PC with Power Button. Unplugged the Ethernet adapter and all USB devices. After that, I turned OFF the PSU and held the Power button for a minute to completely discharge any remaining electricity.
3. Turned ON the PSU, then the PC. Plugged in all devices (into the ports listed in the motherboard documentation for peripheral connections) and plugged in the Ethernet adapter last.
After that the game and the mouse feels really smooth.

Note: I had tried this same process earlier, but without unplugging the Ethernet adapter. As soon as I reconnected all the devices, my internet started disconnecting every few seconds. So I repeated the process, but this time unplugged the Ethernet adapter and connected it at the very end. After that the game and the mouse became really smooth. I have a feeling the issue might come back after some time, but at the moment everything is working fine.

I tried getting the netadaptercx twice, let the installer run, reboot and realtek adapter disappears from device manager after reboot. First time I brought it back after uninstalling it and reinstalling the ndis driver, then disable & enable the onboard LAN from bios but on the second time it didn't work so I had to CMOS reset to bring it back.
