Had a same problem and tried everything possible fix.
Before few days i fixed with changing CS2 to windowed fullscreen mode, NVCP No scalling mode + NVCP Low Latency mode ULTRA + Nvidia Reflex in game to ENABLED (that was best combo for hit registration on my setup).

4070 TI
32 GB DDR5 6000mhz
240hz monitor

I will try this later. Never enjoyed to play with Low Latency Mode on ultra, but i will give it a try - i feel my hit reg gets worse with this setting.

No FSO/FSE , GPU No scalling and UNTICKED

One more thing, I had also packet loss and net jitter and what fixed for me is rollback Realtek 2.5 ethernet driver to 7/29/2024 version.
Update : After testing couple of days, Nvidia Reflex OFF is even better instead of Enabled.

New mouse and new keyboard
Besides the new hardware, I’ve reset the PC and tweaked the BIOS, but I just can’t seem to find the problem.
The new apartment has the same internet setup as the old one—not fiber, but 1000/500 through a coax cable, exactly what I had before.
My PC specs:
AMD Ryzen 7 9800X3D
RTX 4070
Lancer Blade 6000 MHz CL30 32 GB
MSI MAG Tomahawk B650 WiFi
Arctic Freezer liquid cooling
Kingston NV3 SSD 500 GB PCIe 4.0 M.2
Thermalright 850 W ATX 80 Plus 3.0 Gold
I’ve also felt, ever since I built this PC about six months ago, that there’s been so much input lag/latency that I haven’t been able to play optimally.
Someone please help with this. Even my friends who tried to play a few rounds faceit told me that they feel it instant...
Or go off-grid , buy true sine wave inverter and couple dc batteries
Or next time moving ask electricty company how many houses your house share transformer with ( just ask how big is your transformer is ) They wont tell you , but if you head to headquarters and talk to some guy in there he might check for you if you lucky.
You will wonder how many kva is too much , well less is always better but I woudlnt move in if its bigger than 400kva ( it equals 400.000 watts )
My current home use 1500 kva xformer , pc and hifi runs shit here , all good places I tried uses smaller xformer ( they share less with other homes )
