I'm shocked that DSL still exists... Where do you live? I live in the north of Russla, surrounded by forests, and I have fiber optic internet with a speed of 500 Mbps for $24 a month.

15-20 ms jitter is windows10 problem. There is one CMD command that was suggested by one forum or youtube, its tied with clock or sleep timers, sadly cant tell exact command, but its the 100% solution on Win10, i suffer from them for long time and those random spikes is not server, laggy server is constant spikes and losses and u cant do anything about it. There is no problem with how this aspect work in Win11 as i heard.
