I cannot assess whether your CPU is able to sustain 4,7GHz @ 1,15v. I have Afterburner installed whenever I lock my GPU I tried multiple different Voltages the Hitreg becomes noticeably better but the Enemies also become faster as well again movement wise. It becomes harder to kill them.

Router Settings I have a FritzBox 7690 I turned everything I can off (IPv6, UPnP, FritzBox Services etc.) Filters I left on.
I am currently using a CAT 8 (Ercielook Lan Cable 5 m, High Speed Cat8 Network Cable for Outdoor and Indoor Use, 40 Gbps Braided Patch Cable with RJ45 Connector for Router/Gaming/Modem) from Amazon to be exact.
The NIC may or may not impact your overall experience, it's low down the list in terms of potential causes.

Very slight chance, though I wouldn't bet on it.
In theory, the ALC4080 is worse than previous chipsets in terms of total audio latency & causes DPC/ISR driver overhead.
How noticable it is to you is debatable. I doubt it is the main culprit of your issue.
