Unexplained input lag/desync after stutter

Hi, so i have been dealing with this weird input lag that i cant resolve on my pc for 1.5 years now. When i first boot my pc within 10-15 minutes of first gameplay i get this "one big stutter" then my pc starts to get increasing input delay after that. The input delay is like game feeling like 60hz even tho im playing on 240 and gettin 500 fps+ in valorant, enemies start shooting/moving faster, hitreg is delayed and incosistent shots go through enemies, mouse and keyboard inputs slow down and the disabling usb selective suspend in windows changes the desynced state. Usb selective on enemies move faster and react faster but my mouse and keyboard inputs are a bit snappier. Usb selective suspend off enemies move normal and react slower but it feels like im playing the game on 200 ping with the insanely delayed hitreg and incossistent hitreg. Only restarting the pc fixes the desynced state.

I have selled and bought a new pc still same issue. Tried 3 different motherboard same issue. On my first motherboard tho after this one big stutter bluetooth and wifi would dissapear idk if thats supposed to mean something. Tried changing peripherals still same issue. Tried different bios settings and windows settings still same issue. Tried a ups still desync after one big stutter. Issue is not game related it happens on every game and even on desktop my mouse/keyboard inputs are slowed.

What could this be, either am5 platform is broken or its something environment related.
