Partially fixed input lag and floaty mouse | UPDATE

Separate area for niche lag issues including unexpected causes and/or electromagnetic interference (ECC = retransmits = lag). Interference (EMI, EMF) of all kinds (wired, wireless, external, internal, environment, bad component) can cause error-correction latencies like a bad modem connection. Are you sure the "apc smart ups" was online and NOT line?
There exist also line versions on the market.

anyway, that all is same, just unplug ups, and if you not feel instantly fix, that is not socet, because in another apartment same pc with same psu work perfectly.

No it is not the same! There is a reason why some UPS get a specification VFI-SS-111 and other not!
In summary, you didn't have a UPS with the VFI-SS-111 specification and therefore cannot participate in the discussion on this topic!

Please inform you what specifications, classifications and standards are and what they are used for.

The time will tell, if UPS with the VFI-SS-111 specification is a possible solution.

I know a guy claiming 'Richard Grays power company (RGPC 400 PRO) ' fixed by a lot for him. Desyncs, monitor and controls. :P

My intention is to tell you that you are doing useless bullshit. The fact that we all have the same problems is clear from the fact that we're all gathered here on the forum with exactly the same problem. The only thing that might differentiate us is the source of the problem (the type may be different), but the frequency that emits it is the same.
