Dust or mold allergy
It looks like I probably solved my issue. First of all, I used to keep my PC either at spot 1 or on top of the desk, and the fans were blowing directly at me. Now that I moved it to the spot in the picture, the monitor feels way smoother, it never feels like 60Hz anymore.
Then, the door at spot 2 is the bathroom door. After keeping it closed for 1–2 days and keeping the window open for about 2–3 days, the problem is like 90% gone. Counter-Strike feels stable now, no delay at all. My long-range sprays are accurate again, the mouse doesn’t feel heavy anymore, and the monitor feels like it did when I first bought it. Even my phone feels smoother now. Especially after closing the bathroom door, the hit-reg issue also disappeared.
I’ve done a lot of things in my own room — for example, I removed the carpet, put my books in a box and stored them away, and vacuumed the room with a HEPA-filter vacuum. I use a mask for all kinds of cleaning. I wash the mattress cover and bedding at over 60°C so dust mites die. I removed excess items from the room, and the RPMs of my computer’s fans lowered. These might seem like extra steps for some people, but I definitely have dust-mite allergy; I even had allergy shots for 5 years.
But let me tell you, these three things made a huge difference:
Putting the PC case where I mentioned,
Keeping the bathroom door closed,
Refreshing the room with clean air.
But of course, if the air outside isn’t clean, maybe an air purifier could help you , but it needs to have at least a good HEPA filter and good CADR values, especially if you have dust or pollen allergies.
Right now my screen is very smooth for the first time, and it’s the same on my phone. I’ll say it again: if you have similar problems on your phone and in other places like I did, you can try these things. But if you don’t have issues with other electronics like devices, maybe your problem is different.
If possible, you can get an allergy test for general health. Also, people who have dust-mite allergy are often allergic to shrimp as well. And maybe mold-like particles in the air coming into your room could be bothering you , there’s no way to know for sure; there are too many factors.
my goal is to prevent it from blowing air into the room as much as possible. Before trying anything, it would make more sense to do these: if the inside of your computer is dusty, clean it first, wipe the fans and so on. Most importantly, make sure the fans aren’t blowing air toward you, and place the case on the floor and behind the desk so the air won’t easily reach you.
Give it a chance before judging.

this rabbit hole goes deep and we already living at like end times and closer to it than we all think and believe...

1–2 days are enough, but try it over the weekend you need to spend some time in the same room, at least clean the computer fans.
Since you’re enlightening me, then please explain why the screen becomes very smooth and very sharp when I make these changes, just like how it felt when I first got the monitor. Let’s say something happened when I changed the computer’s position, but why does my phone screen also look just as sharp and smooth even though I didn’t change anything on the phone? Please enlighten me as well so I can learn something. Maybe it’s not dust, but it’s definitely related to the air. For about 2 weeks the screen feeling didn’t change at all until I did these things.

EMI can also have weird effects when moving things can temporarily change things.
