The OP said that he tried multiple PCs and monitors, same symptoms each and every time - so you have your red flag there, the problem is NOT hardware, that's the whole point.
Unless you have absolute insight into:
• Microprocessor unit variance
• Integrated memory controller stability & variance (biggest culprit for vast majority of users)
• Completely CPU-bound scenario (RQD<1)
• Good network routing (let's assume online-first)
You cannot claim anything at all.
Laymen, due to ignorance on how convoluted the industry is, buy DRAM kits which bring their system on their knees due to a mediocre motherboard, PSU & IMC.
This gets even worse when the vast majority of consumer computer platforms lacks ECC capabilities.
The OP could've done 7 mistakes in a row due to ignorance. That's basic how probability & statistical analysis works.

You also seem to be missing my point — you cannot claim absolutes whatsoever
A top-down approach is a far more fruitful endeavour than a bottom-up approach, when it comes to any kind of troubleshooting.
Again, a huge majority of population does not build their own PCs for 2000€, they buy pre-built PCs from electronic shops. Why don't we see millions of people with those problems then? And you have numerous people on this forum which claimed that the problems went away after they re-installed / fixed their loose neutral wires and main electrical panels, but yeah the problem is apparently the fact that the OP doesn't have a PSU worth 600€..lmao.
Another logical fallacy, rooted in not understanding basic statistical analysis. Look up on how sampling on a population is done and what biased/unbiased samples are.
Completely irrelevant to what OP is experiencing.

But hey, let's entertain the idea that OP's 'issue' is rooted in his (electrical) network, namely power quality (perhaps capacitive or inductive noise from either his circuitry or from his neighbours)
What are his options?
A) Moving out (inability to know whether next location will experience the same issue, essentially "RNG")
B) Hiring of professionals & rewiring
Do you think any of these are more feasible than what I've suggested above? :D

This also completely disregards the psychological aspect of all of this, which is extremely important to factor in.

Yes it is, because if he already tried 5+ high-end PCs and still have the same problems, then the next PC won't magically work better just because he would put a 600€ PSU into it.

So yes, he should start looking for the issue somewhere else, not build another PC just to have the same problems again.

The problem he is describing - "250 hz feeling like 60 hz or even less" - is the most typical stuff caused by insufficient electrcitiy quality, you could actually see this on the TV as well if you plug it into the same circuit.

"If" :D
You're indirectly suggesting him:
• To spend +5k euros on moving out & hoping the next place will magically "solve his issue" (not to mention logistics of these endeavours & feasibility)
OR
• Hiring professionals to troubleshoot his power quality issues for weeks
while being completely clueless on what the actual issue is :)

It's always speculation, never which concrete steps to take...

Meanwhile, I asked him the exact hardware he used historically & suggested concrete steps he should take which don't involve RNG. :)
Side-band ECC UDIMMs (AM4/AM5, W680) or ECC RDIMMs (TRX50, Sapphire Rapids etc.) alone would be a tremendous save haven & would solve the vast majority of issues that users here like to purport that exist.

But hey, can't make a horse drink water even if you lead it to it. :)

Hello everyone, my name is Jeffrey. I'm 35 years old and have been gaming for quite a few years. I always thought I'd stop before I turned 30, but apparently that never happened. I'm creating this thread because I'd like to connect with people who have the same problem.

The problem I've been experiencing for the past 7 years is input lag/tearing.

I'm using a Dutch-to-English translator for this. I hope it all goes well.
I've been playing Counter-Strike since 1.3... I quit Source due to time constraints and a bad computer, and started again with the Pro Mod... CS Go. CS 2.
The problem started halfway through CS Source... input lag that won't go away.

The problem is... it feels like the game is lagging behind. Moving feels like I'm walking through mud and the rest of the players aren't. I noticed it immediately, I completely reinstalled Windows, I started CS2 for the first time... the game felt great... I moved my mouse from left to right... at 500Hz, 1000Hz, 2000Hz, and 4000Hz, all absolutely fantastic... the shooting and movement felt great, I closed CS, restarted my computer, and the input lag that came with it never went away.
I mainly had this problem with CS2, but I also felt it as soon as I started Valorant (the problem feels less severe there, but it's there). I'm a CS player, so maybe I just don't know how movement in Valorant should feel?

I've literally tried everything.
* a different Steam account
* I've tried quite a few new PC systems and monitors over the past 7 years
* I've tried Linux, Windows 10, Windows 11 (of course, there are differences here and there, but the problem persists)
* different internet providers
and so on
* What's particularly striking is that when I reinstall Windows... or when I install a different GPU, everything works fine the first time, but then the lag persists.

I live in Haarlem, the Netherlands. Fiber optic internet was installed here last year, so the internet is excellent. My problem also occurs offline.
Last year, I renovated the entire ground floor (new 3-phase power connection). It's on the same power grid, of course.

* I have some kind of filter between my computer and the power outlet (it feels better, but it hasn't gone away).
* This problem also occurs offline, especially when I start a GAME with bots (it feels better without bots).
* FPS + 500 Hz + 400 Hz, mouse 1000/2000 Hz, everything is fine. I've been messing around with computers since I was 12.
* Of course, I've tried everything... and a lot of things seemed to help, but that was only a temporary fix... How is that even possible? A temporary solution; everything from the PC world makes this problem so illogical...
* I suspect many more people are experiencing this problem, but they simply never experienced the game properly, so they don't notice it.
The topics linked to this on Blurbusters are, of course:

Broken scaling caused by heavy/floating mouse, desync, heavy car bug, input lag, etc.

I’m going to tell you this, and then you can decide whether you want to do it or not.

Obviously, I also suffer from this, but this is the experience of a very close friend of mine, and I’ll summarize it as quickly as possible.

He was living in a house where everything worked fine. Then he moved quite far away, but still within the same country, and he started having these problems: dying behind walls, bad hit registration, etc., as we all know. That house did not have a grounding connection.

Later, he moved back to his old house, where he currently lives (which does have proper grounding), and everything works normally again. He can dodge bullets, in Overwatch he can tank a crazy amount of damage, zero desync.

At least I don’t personally know anyone close to me who has no grounding, otherwise I could tell you for sure whether it’s that or not. But beyond that, this is the most common fix for many people, and I’ve read about it more than 20 times

Hey guys, thanks for your replies. Be nice to each other. ( i am dutch and to describe the problem to english is still quit hard )
I find it really hard to explain everything I've already tried and what I don't know what it is. I want to make it clear as possible to you guys .
I didn't type out my setup because it really has nothing to do with my current build. When I was younger, I had quite a few cheap builds where everything ran perfectly right away.
I myself ordered pre-built gaming computers in the past because I thought my build wasn't working properly.

Corsair 1200 Gold ( also tryd platinium in the past )
RTX 5080
13700k
Corsair Dominator Titanium (costs 700 these days :P ridiculous) / also tried G Skill 5600 / XMP on/off

* tried different mice and Hz / wired and wireless.

I'll try to explain the problem again.

* I notice it almost immediately when the scaling is there... the game itself already looks choppy in the menu.
* I do get shot behind walls sometimes.
* I need 5 magazines for one kill, someone else gets a few bullets.
* It seems like I have 60Hz, but high fps... so everything runs in slow motion.
* I haven't had this problem before, so I know how it should work. and the problem started on a build years back... from day to day the problem was there ( so every time i am thinking did something changed in my house ) but the idea's i came up with every time arent the solution )

* I'm wondering why the game runs fine the first time? But after the first restart after installing Windows, it never runs again. That's why I initially thought it might be driver-related. But I've tried so many things.

* The only time it usually runs fine is when I change GPUs. And only the first time.
* My mouse feels even smoother when I use the onboard GPU, but with the power of the 5080... so then the Intel onboard GPU is scaling the image. How bizarre.
* Of course, I also disabled the onboard GPU and then tried the game.

⦁ I'd love to try the power supply mentioned on this forum, but what's so different about it? I understand the components are more expensive and better.....

*ow and I forgot to mention most off the times the problem is not away but its less after 22:30 hour also quit strange right

* but hardware these days is almost just plug and play.......... and a game like cs2. or valorant or fortnite shoud just run fine... without to mutch tweaking.

* also like the other forums most solutions are good for a few hours... or few minutes and then its back

thans for reation. I believe you right away .... only the problem is moving is not a option for me . i have 3 kids and 2 doggs and i just rebuild whole house. * also electra is renewed * was fine already but we went from 1 fase to 3 fase.... ( got a total new power cable in the ground )
grounding is fine in the house.... maybe not the ones that go into the ground... ( but the change is almost zero i think ) it is possible. i will measure the earth today iff it phase +/- on it leak power you know.
but i live in the netherlands... the rules and standards are quit high here with power.

* the only thing i come up with are 2 electric car chargers front of my door 10 meters away. and i am a constructer myself i now when you charge a battery you get some field or interverince... but every time i think yeahhhh then it should be good when there are no cars charging right ???? because the chargers from the cars only goes on when a car is on it right ?
but i also tryd my computer upstairs and in living room dow stairs

You haven't mentioned the exact components which you've used throughout the years, which opens up the room for the discussion of bad HW choices. This comment alone can be a red flag.

From your steam profile, I can see the following:
CASE : nzxt h1 v2 white
MOTHERBOARD : MSI MPG Z790I EDGE WIFI
CPU : Intel Core i7 13700K
CPU COOLER : NZXT liquid cooled
GRAPHIC CARD : GeForce RTX 3070 Inno
POWER : NZXT 850W
MONITOR : ASUS ROG Swift PG248QP 540HZ
KEYBOARD : DUCKY MECHA mini / Corsair K70 PRO wireless
MOUSE : zowie fk1+-b / Steelseries Rival / Razer Viper 8k / Steelseries Prime+ / Logitech g pro x superlight
MOUSEPAD : ZOWIE G-SR / HYPER X Fury-S / Ducky Shield L / Asus aimlab
AUDIO : Senheiser GSP 600 / Senheiser epos GSX 300 //// HyperX Cloud Alpha S Pro /// Senheiser epos H6PRO open / Corsair VIRTUOSO XT
I see 4 large issues here:
1.) Wireless peripherals are undesirable if your goal is latency-first and achieving lowest electromagnetic interference.
2.) No mention of exact DRAM timing profile & kit used
3.) No mention of exact power supply model. Are you referring to the NZXT C850?
4.) Severely underpowered GPU for a game such as CS2, which is even more of an issue as NVidia Reflex is not working as intended in that particular game

Buy a AM5-based X3D system with a Asrock/ASUS motherboard (8-layer minimum) and side-band ECC UDIMMs, such as these ones
A alternative is going for a AM4-based X3D system for a cheaper alternative, as 3200MT/s 2x8GiB DDR4 (side-band) ECC UDIMMs are easier to obtain.
Though, considering that you own a 13700K, you could buy a W680-based motherboard and stick to your current platform:
https://geizhals.de/?cat=mainboards&xf= ... omode=true
Namely, these motherboards: ASUS Pro WS W680-ACE (DDR5), ASrock W680D4U (DDR5), Gigabyte MW34-SP0 (DDR4)

Get a good PSU, such as the AX1600i.
Get a stronger GPU, e.g. a 4090 or 5080.

That should give you a good foundation for further assessments.
Hey, thanks for your answer. I'll try to answer as best I can.

MSI MPG Z790I EDGE WIFI (I even tried others in between) was one of the most expensive motherboards at the time.
Intel 13700k
Current GPU: Inno 5080 rtx
Power supply: Corsair Gold 1200
Memory: Corsair Dominator Titanium RGB DDR5 RAM 6400
Current cooler: Noctua NH-D12L Chromax Black
Monitor: BenQ Zowie 400Hz
Keyboard: Ducky Mechanical Wired (I've tried so many different ones)
Mouse (I've also tried different ones)

I appreciate your response, but a 4090 or 5080 for CS2 is really overkill. I play at a resolution of 1280x960... (Of course, I also tried higher ones to see if the problem was related to that). I even tried an AMD GPU 9070xt.

As I said, I'm getting +500 fps.
This problem arose. In CSGO, I was running at around 900fps at the time. I also fixed them with the Hz setting.

It really has nothing to do with the hardware. As I said, I've had inferior computers in the past, but I've never had any problems with this.

When the problem started, I also had a perfectly good computer, and it happened overnight.
