Hello, I just built a PC with these specs
Intel Core i7 12600k
Nvidia RTX 4070 Super Gigabyte Gaming
Corsair Vengeance RGB DDR5-6000
Samsung 990 EVO
ASRock z690 PG Riptide/D5
ASUS ROG Swift PG279QM
I am running into issues with the Animation Timing deviation test on testUFO. When the graph is not in fullscreen, there are little to no spikes present. (below)
Then, when fullscreen, the graph has repetitive, cyclical spikes.
Sometimes, these spikes get more severe, but only when in fullscreen on the graph.
I am also getting some noticeable frametime spikes once in a while in games like R6, EFT, Diablo IV.
I have tried many combinations of VSync and Gsync (on/on, off/off, on/off, off/on) so it looks like they aren't the culprits.
Running on High Perf power plan, XMP on / off, no OC at all, no RGB software.
Logitech G Hub is off
No NVIDIA GEForce experience installed
Ordered a new SSD because I need more space + I've heard of issues with the EVO architecture
Ordered new ram because it fails memtest86 on xmp oc.
(RAM and SSD follow MOBO QVL)
maybe these two are the culprit?

Components update
Testing New ram: Kingston Fury 5200mhz cl40: Able to XMP and passes memtest86 finally.
Testing ssd: samsung 980pro 1tb, obviously its a good drive (clean windows install)
I have also tested old NVIDIA drivers and clean install with DDU for new/old
Tested OC/Silent bios on the card as well.
Issue persists @ 240hz, but not 144.
Next steps for me are going to be testing whether this issue is tied to the gpu / monitor (standalone and combined)
I have a separate system that I know is stable that I can test with.
Failing that, i will not be testing the CPU / Motherboard, and I will most likely return both so i can have a new system entirely.
This will be interesting to see if the monitor is the issue, because I would assume that to be a very rare case.
If anyone has suggestions, let me know because I've been working hard on troubleshooting for a while now.

Turns out it was the graphics card. Seems like it just wasn’t correctly timing frames or v syncing on full screen.
This was tested on multiple monitors, and I tested this weird effect with another system with entirely different specs and brands of components that I knew had no issues. The issue was present.
I also tested a 3050 in my main system, no issues.
I should have been more inclined to think that the problem was easily fixable by the most obvious solution, I was having some trouble with the fan curves not applying with the card along with driver issues that wouldn’t allow the fans on card to spin up automatically when gaming or turn off when idle.
So I guess I'm just writing this to let people who have a similar issue in the future know what I did to combat and eventually fix it, it was really frustrating for me to build a brand new pc then to have it “tainted” by this issue, and it had me testing and buying new components for a week or so.
Currently in the process of returning the gigabyte card to Amazon, we’ll see if they accept it or not.
Bought an ASUS TUF 4070 Super OC because the price had dropped, and I’ve heard good things about the thermals and OC stability.
Pretty relieved I didn’t have to tear down my whole rig to test different motherboards and processors, because as detailed before, that was my next step.

Hi, I read that you managed to solve the problem, but I didn't quite understand what the cause was. Replacing the GPU?

Yes, thermal throttling is also a common cause of frametime spikes too .... especially if that persisted through operating system and driver reinstalls. A GPU can suddenly go to sleep for a few milliseconds to cool itself down.
In this case, benchmarks like 3DMark tanks very badly from manufacturing defect or factory-mismounting of GPU fan, etc. But if you're not getting the same problem in other apps, make sure to troubleshoot
- Uninstall & reinstall graphics driver
- Background software like RGB software
- Reseat your graphics card (very carefully!)
- Etc
