PCIE card significantly reduces floaty aim despite perfect dpc latency

Hello ! I have been dealing with floaty aim issues and been OBSESSED with fixing it, it happenned a few weeks during or after upgrading my whole setup:

old config:
ryzen 3700x
ASUS-TUF-B450-PLUS-GAMING
BALLISTIX 16 go ram
cooler master k550 psu
asus dual 4060ti

updated config is:
ryzen 7800x3d
msi mag B650 tomahawk wifi
corsair 32go ram
corsair M850e
asus dual4060 ti

less relevant: I also changed screens from an old TN panel 144hz screen to a 2K 240hz OLED and changed mouses from a razer viper to a pulsar X2H

I was playing cs2 during all of those changes and my frametime was pretty bad, i figured because my cpu was VERY outdated, but the feeling was off, I tried going back to old fps titles that I was used to playing (because I could compare the mouse movement without the frame pacing interfering) and it also felt off, even with perfect frametime.

I tried many things:

-Motherboard swap (x2 — MSI MAG B650 Tomahawk + ASRock B850 Steel Legend)
-PSU swap (x2)
-GPU driver clean install with DDU
-Disabled integrated AMD GPU
-Fresh Windows install (x3+)
-LatencyMon
-MouseTester
-Disabled WiFi driver in BIOS
-XHCI Hands-Off disabled in BIOS
-MSI Afterburner framerate cap
-PCIe USB expansion card for mouse
-Old Ethernet driver update
Disabled Nvidia Reflex
-bcdedit useplatformclock / disabledynamictick
-Disabled MPOs via registry
-HAGS enabled
-Disabled Spread Spectrum
-Disabled Realtek audio drivers
-Multimeter on power outlets (everyhtings seems fine)
-Cut all circuit breakers except PC
-Disabled WiFi update via wushowhide.diagcab
-Tested different power strips (x3)
-Scaling at 120%
-Disabled FSO via registry
-Disabled Secure Boot
-GPU power limit investigation
-BIOS options (C-states, Legacy USB, spread spectrum, etc.)
-tried different screens and mouses

the only things that made a small difference were uninstalling the wifi realtek drivers and XHCI hands off disabled in bios, I thought those elements were pointing to a faulty motherboard, but i replaced it with a newer one with different drivers and nothing changed, then I replaced the PSU thinking the electric signal coming from my psu was polluted (sounds weird, but my psu was almost a decade old and not very good, so I figured why not try to replace it) but nothing changed...

recently I bought a PCIE card, to plug my mouse, I wasnt hoping much, but it was a NOTICABLE difference, much better than before, the improvement was bigger in intensity than all of the things I tried that kinda worked.

I then tried to diagnose an issue in my computer because it didnt make any sense, [if pcie works better...why does changing the mobo do nothing???] but my dpc latency is almost perfect in LatencyMoon, my DPI is stable in MouseTester, my components are behaving normally in all troubleshooting softwares like Prime95, my building seems fine in terms of electricity ( its new and in western europe, and outlets have normal tensions )........

...I just don't know what to do anymore, it used to work fine, I'm only glad that I know I'm not schizo because the PCIE card does significantly improve and recudes floaty aim, but everytime I try to pinpoint the "failing area" of my pc with the knowledge that the pcie card improves things, it doesnt lead to anything.

(sorry for bad english, dont hesitate to ask me to clarify things)
Which one did you use specifically? I want to try it out and update if it helps most of us or if it’s just helping for your specific case. Ty for your post! :3
so I dont think I can type links here and I'm french but its the "KALEA-INFORMATIQUE Carte contrôleur PCI Express USB 3.0 2 Ports Type A, Auto alimentée par Le Port PCIe et avec Chipset NEC D720202" basically its a card with renesas drivers, just search for the name of your drivers on your pc and try to get a pcie card with different drivers (so it eliminates the possibility of your drivers being the issue), it sure made a noticable difference but it didn't fix everything, I have a very weird input delay issue and I can't find similar cases to mine here... so I don't know if this will help you for sure, usually it helps people with high dpc latency on LatencyMoon. no problem ! :)

It's always funny to read these posts by laymen using LatencyMon on idle on PCIe AIC which objectively perform inferior than internal XHCI USB controllers due to the higher CPU usage caused by increased DPC/ISR count done by the driver.
Even funnier is that I've tested the cards mentioned in this thread in my signature, yet somehow people still purport it as some kind of "fix".
Goes to show that “floaty mouse” is a completely subjective, descriptive, ambiguous term which gets thrown around here without a clue.

I really have to finalise my USB XHCI controller re-testing (bought 7 different controllers by ASMedia, Renesas, Fresco Logic, Moschip, Texas Instruments & others), so that the final nail in the coffin is finally placed on these types of discussions.
