What's interesting is that those users never returned to the forum afterward, suggesting that their problem was genuinely solved.

The people who actually managed to fix the issue all seemed to point toward electrical problems as the root cause.

This is only my personal theory, but I believe the neutral conductor always carries electrical noise and high-frequency interference. For that noise to be dissipated effectively, the impedance between the neutral and the protective earth conductor may need to be very low, allowing the unwanted noise to be safely diverted to ground.

Conversely, if that impedance becomes too high, I suspect the noise can no longer be dissipated effectively. Instead, it may disturb the computer's common reference (ground reference), leading to the kinds of problems we've been experiencing.

I've seen two people suggest that the neutral conductor was the source of the problem.

One of them repaired the main neutral busbar in the electrical panel and installed a new dedicated circuit from the panel to the room where the PC was located. In other words, they rewired that part of the electrical system.

According to them, that completely resolved the issue.

I haven't seen anyone explicitly say that they measured the neutral conductor's impedance themselves. However, I would expect that most qualified electricians have the appropriate equipment to perform those measurements.

Before hiring an electrician, you could also ask whether they have the equipment necessary to measure neutral conductor impedance.

I'm also trying to find an independent electrical laboratory. But in those 2 years, I didn't really find anyone who had equipment or knowledge. I'll try to call 2 labs that I have found recently and see what they say.

It sounds like you believe the issue originates upstream of the building's electrical system, somewhere in the power distribution network before the electricity even enters the building.

That'd make more sense than the problem originating just inside your one home. I had the issue in 2 houses on the same road, but its fixed in a different house on a different road in the same town.

I've tried using solar panels and batteries to power my computer when the UPS isn't working, but that didn't solve the problem; the symptoms persist. The issue isn't caused by electricity; I suspect it's due to high-frequency electromagnetic interference in the air or high-frequency common-mode interference on the line.If it's a power issue, why didn't trying to generate your own power source or isolate the battery solve the problem?

Are there any 5G base stations nearby? Or high-frequency Wi-Fi at home? And satellite TV dishes? I've heard these are all sources of interference. Will unplugging my home Wi-Fi cause any problems?

Something has already been identified.

The distribution company installed three power quality analyzers simultaneously: at the 0.4 kV transformer, in the middle of the overhead line, and at the end of the line near my connection.
According to their own report:
Long-term flicker (Plt) exceeded the standard at all three measurement points.
The flicker generally increased toward the end of the line.
A measurable voltage drop was observed along the line.
The measurements also showed phase unbalance on the downstream part of the line.

Based on these measurements, the utility concluded that the transformer itself is unlikely to be the primary source of the problem because similar disturbances were recorded along the entire feeder. While the effect becomes more pronounced toward the end of the overhead line. Since the transformer was replaced. And it didn't fix anything.

At the moment, they believe the disturbances originate somewhere on the 0.4 kV overhead distribution feeder downstream of the transformer, although they have not identified the exact source.

The overhead line has not yet been transferred to the utility's ownership, which has significantly delayed the investigation.

So yes, at this point the evidence suggests the issue originates somewhere upstream of my house, before the electricity enters the building, rather than inside my house.

Хорошее расследование ,это энергокомпания с анализатором спектра родэ шварц гоняет?Или ГИЭ?
Попробуй взять Ам приемник походить вдоль линии 0.4 кв,возможно где то микроискрение ,хотя по идее анализатор бы уловил,но не всегда.
И ещё как вариант ищите электродвигатель ,или насос,чаще всего они такие сильные помехи в сеть вносят ,тиристоры,или частотно регулируемый привод.

Try to take the Am receiver to walk along the 0.4 kv line, perhaps somewhere micro-sparking, although in theory the analyzer would have caught, but not always.
And another option is to look for an electric motor, or a pump, most often they are such strong interference in the network, thyristors, or a variable frequency drive.
