Try checking the path to the game server with trace route. It might not point to the problem, but if it looks normal for both PCs, then it's most likely a problem on the game server's side and not yours. Maybe it will help with your sanity.

• - Open Resource Monitor.
  - Go to the Network tab.
  - Select / Check the game's .exe.
  - Take note of the Remote Addresses.
  
  - Open Command Prompt.
  - Enter this command without quotes, "tracert -w 200 -d address

-w 200 will limit the wait time per hop to 200ms. -d disables DNS lookup which is time consuming.

If there's multiple addresses, the server's address is most likely the one with the higher remote port.
