Honestly, I'm not 100% sure. I had the BB utility in the background at 3 persistence / 0 crosstalk while doing the previously failed VT1350 attempts. Lowering persistence below 2 kept the black screen from reappearing.

Slide the Persistence slider away from 0, then back to 0.
If you did not touch the Persistence slider, the out-of-range Persistence setting has not been reset. Out-of-range settngs round off to 0, but if you slide it a bit and bring it back to 0, it prevent the black screen issue (with the published VT1350 settings).
I should create a new version of Blur Busters Strobe Utility that automatically does this (reads value, if out of range, then re-initialize to 0 to prevent the black screen).
