The issue:
Game feels unsmooth despite high fps, 600 fps feels like 60 shaking the mouse or looking around etc. This affects mouse inputs and makes the game unplayable. As if I'm always trying to keep up to a laggy game every time I try to aim. The display is 'stroby'. If I shake my camera looking at a bot, the view gets so choppy that the bot multiplies to 3, and this applies to everything on my screen.

Specs:
AMD system
CPU: 7800x3d
GPU: 9070XT
Mobo: ASUS TUF B6560M PLUS
RAM: Kingston Fury beast CL30 6000MT

Things I have tried, I know and where I'm at:
- I've tried %90 of windows tweaks on the internet.
- 23h2,24h2,25h2. Normie install, clean install, post install debloat, autounattend debloated install, valleyofdoom/amit way of install...
- Tried Linux Cachyos, same thing. It's not OS.
- I've bought the Fiberoptic DP cable.
- I've bought a double conversion UPS.
- I've bought a new GPU. (from 3060 to 9070XT)
- I've bought a new monitor (from Viewsonic XG2401 144hz to XL2566X+ 400hz)
- I've bought a pciex1 Intel NIC. Didn't make difference. (Onboard is realtek 2.5g) (and yes I tried netadaptercx driver) game feels the same internet unplugged, although mouse input gets better on desktop, jittery frames stay the same.
- I tried %90 of different BIOS settings combinations.
- tuned RAM, JEDEC RAM, 1 stick, 1 & 3 slot, buildzoid timings etc.
- I tried many BIOS versions.
- Freesync,vsync,antilag
- I've swapped my router with a 5G cellular router
- I've tried the recent iGPU method, helped raw inputs, view is the same.
- I've dismantled and rebuilt the PC multiple times. Disconnected all front panel USB ports. Disabled all USB3.2 ports and only using 4 USB ports. (mouse & kb on CPU, mic & headset on chipset)
- I've tried bottom slot pcie for gpu & nvme. Also lowering GEN speed in the bios.
- Gpu drivers, chipset drivers, no chipset drivers, partially picked chipset drivers..

I will vent here:
This is all I can think of right now. I'm battling with this for 4 years now. I've been reading this forum for a long time, trying things on my end, hoping to find a fix and experimenting. I'm really tired at this point and started to lose hope, hence why I'm making this post. I'm considering buying an Intel CPU (probably 270k plus) and a mobo as a last effort. As I don't know what's left to even do at this point. I've never used Intel, my old setup was AM4.

This issue started as just floaty mouse back then, I was playing CS. Now today I don't have floaty mouse, but the frame delay and choppiness is worse than that and enough to make it impossible to play. I'm only playing Deadlock now and will do in the future. (It's also a source 2 game) So you might think that it's game issue. But if you've experienced anything similar, and are sensitive to this, you can feel it even on the desktop. I know what 150,300,600 fps should look and feel like. Same goes for refresh rate. I'm at a point where I can't trust my muscle memory anymore, every time I move my camera I have to wait a milisecond to proccess what's on my screen after the choppy view clarifies so I can react. And when I react, my mouse is still laggy that I can't aim properly anyway.

The best way I can describe this is as if something is holding back my PC from working properly, gets in the way of delivering frames properly & smoothly.

I'm open to any help, questions, ideas & suggestions. Thanks for reading.

try the 270K and you can always return it within 30 days if it's not better.

TLDR: No solution, just yapping.

I have more or less the same issue as you. I've had it since around late 2022. I would advise against buying PC parts because, best-case scenario, your problem will be resolved for a day or two. You'll get a dopamine rush comparable to crack cocaine, then it'll go right back to the shit you're experiencing now.

What frustrates me the most is how the hell there still isn't a solution to this lol. It's been years and no one has a clue. I genuinely have dreams about finding a permanent solution to this problem and reinstalling years' worth of games that I never got to play properly. I wonder what it must feel like to wake up, play normally, then go to bed knowing the game will feel exactly the same tomorrow.

I'm not sure if this is cope, but this issue has made me question players who are good at games. Like, are they actually that good, or have they just had the privilege of building their skill on a consistent foundation where their fucking game behaves normally?

Anyways, I think the most rational thing to do is just concede gaming altogether and find another hobby. But then again, that's easier said than done, especially with this issue.
