Outgoing jitter, desync and bad hitreg in CS2 - only one ISP in my building, can't switch, need advice

Everything about latency. This section is mainly user/consumer discussion. (Peer-reviewed scientific discussion should go in Laboratory section). Tips, mouse lag, display lag, game engine lag, network lag, whole input lag chain, VSYNC OFF vs VSYNC ON, and more! Input Lag Articles on Blur Busters.

Outgoing jitter, desync and bad hitreg in CS2 - only one ISP in my building, can't switch, need advice

Hey everyone. I'm honestly losing my mind here. Figured I'd post and see if anyone has dealt with something similar.

So here's the deal: in CS2 (and other shooters) I get terrible hitreg — bullets go right through enemies. Teleports when I get shot, screen tears. Enemy animations stutter, like they do a full-speed Ferrari peek and then stop in one frame. And my mouse feels floaty, like the game is running in slow motion or something.

Stuff I've already tried:

Swapped PC parts, cables, routers — no difference.

Same problem on two different PCs.

Plugged directly into the ONT — same crap.

Updated the firmware — didn't help.

Measurements:

Incoming: jitter 0–1 ms, 0% loss. Basically perfect.

Outgoing: loss 0.3–0.8%, jitter 17–26 ms, sometimes spikes to 126 ms.

WinMTR: no packet loss, but on the ISP's internal nodes (10.252.15.33 and 10.253.63.3) I see spikes up to 164 ms and 251 ms, while the average is 6–7 ms.

CS2 logs (SteamNetSockets): constantly spamming Sequence number is duplicate / old... Dropping. So packets are arriving out of order or duplicated, and the client just drops them.

The weird part: if I start screen sharing in Discord, the outgoing jitter stabilizes. Without it, it spikes. Looks like a burst-mode issue on the ONT or power-saving on the OLT port.

The ISP: first they said everything was fine, then they offered to bring the terminal to their office, then they stopped responding and started bouncing me around. Now it's radio silence.

And here's the kicker: there's only one ISP in my building. No other option. I can't switch even if I wanted to. So I have to force these guys to actually do their job.

My guess is either the ONT (Eltex NTU-1) is dying (laser, buffering), or the OLT port on their side is messed up, or some power-saving setting is enabled somewhere.

Plan: go to their office with the terminal, demand signal measurements, port error checks, ONT replacement or a loaner. If they refuse — formal complaint and possibly court.

If anyone has dealt with this or knows how to push an ISP to actually fix their shit — please share. I can post screenshots and logs if that helps.

Screen tearing and floaty mouse have nothing to do with your internet connection, you didn't even post your pc specs, how are we supposed to help you

Do you have any shielded network cables? Like Cat 6 STP, Cat 7 STP, etc., or any cables that you’ve crimped yourself? Try swapping the cables, but use UTP (unshielded) cables instead of shielded ones.
