can someone explain why these two seem mutually exclusive? If you are reducing the monitor refresh rate to the output frame rate of the game, why can you not also reduce the on-off rate of the light source?

Will OLEd makes this point moot? In other words, the OLED is actually on or off unlike the TN or IPS panels. In those the light source is constantly on and the light transmission is moderated by polarization of the crystal. If g_sync were implemented in OLED, the refresh rate of the OLED monitor implies the that the OLED is on or off concurrently with the frame rate of the game.
