You can't use VT tweaks at *ANY* 144 hz refresh rate resolution.
144 hz is not even a standard refresh rate. it uses reduced blank/timings. Trying to use normal timings will go out of range (this happens between 129-132 hz).
To use 1280x720 with a VT tweak, it must be a GPU scaled directX 10 resolution, meaning it is going to actually be 1920x1080 downsampled (so it will use the VT tweak from 100 or 120hz (VT 1500 will work fine).
Technically, you can use a detailed dx9 resolution (in CRU.exe) and create a 1280x720 detailed resolution with a VT 1500, but this is extremely silly, as the screen will either be stretched to 1920x1080 anyway, or will be tiny.
if you really want to this, create a 1440x1080 @ 120hz refresh rate/detailed resolution, GPU or display scaled.
