Ahh yes, I just experienced that. Tried to play CSGO and then it said out of range! So if I'm playing at 144 Hz, I should just leave VT alone then? Or am I better off doing 120 Hz and doing the VT? I honestly don't think I can tell a 1 ms input lag difference.

VT is for improving strobe crosstalk (especially at the bottom of the screen). Increasing VT from 1125 to 1500 improves crosstalk by about 25% (% increase in VT).
A high "Area"/"strobe phase" setting improves input lag by 1 frame. This has nothing to do with VT. You can do this even without VT.
Just when using VT, the maximum strobe phase setting will be limited.
Most people do not use blur reduction at 144hz because the crosstalk covers literally half the screen! (the higher the refresh rate, the more crosstalk there will be) and 144 hz can not use vertical total tweaks.
The highest reliable refresh rate for VT tweaks is 125hz refresh rate (VT 1498 on XL2720Z; XL2420Z and XL2411Z may be able to use VT 1500 or 1502 at 125hz)

Okay, so I am trying out the strobe duty and phase settings w/ the CRU at your recommended settings (120Hz):

At 005 strobe duty and 045 strobe phase, it seems to be quite dark. 006 duty and 044 is probably the lowest I can do, though I have yet to actually try a game. I am just doing the Blur Busters test.
I am finding that about every half a second or so I see the UFOs stutter and showing a pretty distinct leading artifact. Is it just my CRU settings that are messed up? Or my GPU is failng to power it?

Your timings are messed up.
change the Horizontal total to 2080.
You probably tried editing manual timings or something.
The "normal" timings are front porch 88,4
Sync width 44,5
HT:2200
VT: 1125.
These are the defaults.
These work for 100hz and VT 1500 which keeps the pixel clock at exactly 330.00 MHz, and VT 1502 works fine at 100hz for 300.44 MHz (this requires pixel clock patcher on DVI, not required on displayport).
To reduce the pixel clocks at 120hz and 125hz refresh rates, you need reduced timings or strange things can happen.
For 120hz and 125hz, front porch 48,3
sync width 32,5
Horizontal total 2080.
VT: 1500 (I found strange random issues with VT !502 at 120hz, while VT 1500 is flawless).

Haha yes, I quickly discovered that when I restarted my computer and found that it was out of range again.
So CRU is set to 120 Hz, but the Blur Busters motion test is showing 144 Hz. CRU should override AMD's Catalyst Suite shouldn't it?
I'm getting ghosting just above the middle of the screen while the bottom is completely clear. Is there a way to move this band using the strobe duty and phase? I've tried 004,046 to 010, 040.

CRU adds custom resolutions. The CRU resolutions should appear in AMD CCC, then you just select them.
IF testUFO is showing 144hz then it's 144hz.
Are you selecting 144hz in the AMD CCC? or 120?
Because what you select in CCC will be what is used. You don't "select" resolutions in CRU. They are custom resolutions/refresh rates that get added.
Did you restart the driver after making custom resolutions?
If you're at 144hz then the crosstalk covers about half the screen and no VT tweaks can be used at 144hz. There's so much that you can't make 144hz look nice. 125hz with a VT tweak is already pushing it.

I changed it to 120 Hz in CCC, but I don't really notice a difference between 120 and 144 Hz. All I have to do is select 120 Hz in CCC? I restarted my computer as well after making the custom resolution in CRU. I get crosstalk for the first 5 lines w/ both refresh rates.

Example: Strobe phase 000 and strobe duty 006 should give you about 10 lines of pixel crosstalk at the top of teh screen (with or without a VT tweak).

Ahh yes. My strobe phase was way too high.
It looks much better at 013. I thought based on the examples that I needed to have a higher phase in the 40s.
So for strobe duty, do I just increase it until I reach a brightness that is comfortable? I am seeing little change in persistence with strobe duty from 005 to 012. Or at least it's acceptable to me.
Also, single strobe should be on correct?

Yes single strobe needs to be on for any refresh rate lower than 100hz.
Duty controls persistence or the amount of blur reduction amount vs brightness.
