Strobelight and Diablo 3
I have a vg248qe and use ToastyX's software to play various games at 120fps. When it comes to d3 i don't prefer to play with it on. My problem is that after trying d3 with it on a few months back, and deciding that i did not want to use it, and turning strobelight off, my d3 game continues to display in the same dark tint when strobelight is active. I've uninstalled d3 as well as strobelight to no avail. Has anyone encountered this, and perhaps know of a fix? I've spent a few hours on google trying to find any useful information on this without any luck.

You need to uninstall the refresh rate overrides. You can do it in ToastyX CRU.
Lightboost is activated by custom vertical totals. The default Vertical total (VT) for 1920x1080 (all refresh rates) is usually 1125.
(This can be either with a horizontal total of 2080 or 2200, although this oddly enough can vary...IF using nonstandard vertical total values, sometimes 2200 HT will simply cut the signal if on displayport but NOT on DVI while 2080 HT will work, while 2200 HT will work for both DP and DVI) ---but that's a completely different topic! Anyway.....back to point:
On 1080p monitors (I assume you have a 1920x1080), Lightboost is activated by 100hz-> 1138 VT, 110 hz->1143 VT, 120hz->1149 VT.
Double strobe (unofficial: 60hz lightboost, strobe twice per refresh (e.g. at 120hz rates) can be activated by a 1155-1179hz VT at 60hz (this varies from monitor to monitor; some will show "out of range" at 1179 VT at 60hz with no double strobe activated, some (VG248QE) will double strobe, Benq XL2720Z will activate 60hz double strobe at 1155 VT but out of range OSD popup at 1179, etc.
You can remove the LB activation by changing the Vertical total to 1125.

Downloaded the CRU 1.2.1 and changed the vertical line totals to 1125 and restarted. The problem is that after I run the wizard and click next twice then exit, it does not enable lightboost. I have used the reset and restart functions and then reinstalled the CRU. Running d3 after uninstalling did not seem to help with the darkened screen while playing. I tried to install the easy toastyX app, and while i can get to a point where I can turn strobe effect on and off, I do not get the option of choosing which refresh rate i want (120, 110, or 100). I have tried a lot a variations on these and have come up with nothing (sigh...). I do really appreciate the the help btw!

I'm still at a loss as to what you're trying to do.
It sounds like you want strobelight installed/running but you don't want lightboost active in diablo 3 or something. In that case you need to force Diablo 3 to run at a certain refresh rate that won't activate lightboost. And I can't help with that.
One thing you can do is to create a custom resolution that is a few pixels away from native, so the screen interpolation doesn't get messed up, then have diablo 3 use that resolution. Depending on if windows picks it up or not, you can try 1920x1078@120hz/100hz or 1920x1076@100/120 (1920x1078 would be better, but that depends if the driver detects that).
Just use a normal VT (1125) for it and let the HT fill in normally, then have diablo 3 use that resolution.
If this isn't what you want, then I can't help any more.
