I've been playing CSGO on a 60Hz at 240FPS in the past. I still noticed the tearing. But it didn't bother me. It only bothered me in games where FPS was lower.

Anyway, we have different priorities. You prefer maximum refresh rate, I prefer a good balance between refresh rate and image quality, which is why I tend to steer people towards 1440p displays, especially when they currently use a 60Hz 1080p display. If those people get a 144Hz+ 1440p display, that's a huge upgrade, because they get a much better refresh rate and also much better resolution. So everything feels better, not just the faster refresh. When you also consider that the majority of games can not reach 240FPS, it makes more sense to me.
Oh Nice. But I think you got me wrong with my question.

1. Suppose, I put my Benq 240 Hz monitor to the 120 Hz or 144Hz Refresh Rate (from Windows Display Settings). And I start and play 120FPS Game on it. What sort of graphical issues I might face? (Without V-Sync // G-Sync)

I currently have a 60Hz monitor and I play 120FPS on it. I don't see any tearing on it. But to utilize my 120FPS and soon I will be upgrading my PC to much better spec, I am buying 240Hz monitor. Because then I will be able to reach the 240FPS or near to it at-least.

Thanks.

OK, since you're playing without vsync, then you can stick to 240Hz. There will be tearing (there always is when not using some sync method), but it's safe to say that since it doesn't actually stick out to you right now, it also won't at 240Hz (generally, tearing becomes somewhat less "aggressive" at higher refresh rates.)

Btw, I assume you're playing in exclusive fullscreen mode. In windowed mode, there is no tearing because the final output by Windows is vsynced. The game itself will run without vsync, but the final image you see on the screen is vsynced, so it never tears.

I play all the game on Borderless Mode but V-Sync is turned off in the game settings and the nvidia control panel. Steam FPS Counter and Ubisoft's FPS Counter both shows 110-120 FPS instead of 60 FPS.

Do you think v-sync is still enabled?

Yes. The game runs without vsync. But the final output is vsynced. This is still lower input lag than full vsync, but still higher than no vsync at all.

Basically, windowed mode is like fast sync, but has higher lag than fast sync. In general:
  1. Exclusive fullscreen, vsync OFF: lowest input lag possible. Has tearing, can have stutter.
  2. G-Sync: Same as 1, with 1ms variance. No tearing, will not stutter even if FPS is lower than Hz.
  3. Exclusive fullscreen with fast sync: About 2-3ms added input lag. No tearing, but can stutter.
  4. Windowed mode but game configured to not use vsync: Up to 16ms added input lag (60Hz). Input lag gets lower and lower the higher the FPS gets. No tearing, but can stutter.
  5. Full vsync: Multiple frames of input lag, 16ms each. Can reach up to 100+ ms of lag at 60Hz. No tearing, will not stutter if FPS = Hz.
So you'd be better off using 3 here, since fast sync is similar to windowed mode, but has less input lag.

How do we turn-off and on this fast-sync thing?

Secondly, How can I check if I'm stuttering or tearing or not with the case 3?

You enable it in the NVidia control panel, in "3D Settings". It's in the vsync setting. You set it to "fast". You need to play in exclussive fullscreen for it to work.

You will never tear with fast sync. You can stutter though. If it stutters, then you will see... stuttering :P If not, then you're fine. The higher your FPS is with fast sync, the less the chance is that it will stutter, and also the lower the input lag gets.

Okay. So am I good to go with Benq XL2546 or do you recommend any alternative?

I generally don't recommend 240Hz panels (I see too many people reporting problems with them, including frame skipping issues) but if I absolutely had to get one, I'd make sure it has g-sync for future proofing it. Frame rates will get lower and lower with new games as time goes on, and g-sync will come in handy then. Also, 240Hz g-sync monitors don't seem to get reports about frame skipping.

As for which model exactly, don't know. I don't like any of them :-/ Somebody with more experience in 240Hz panels might have suggestions.

Okay. So you think 144Hz is still better choice? If so, which one do you think is better (No G-Sync) but without any issues of screen-tearing or frame-skipping?

G-Sync makes the monitor cost very high.

You can find OK prices for g-sync monitors. I would see if I can get any of these at good deals:

27" 1440p 144Hz: Dell S2716DG (or S2716DGR, same thing.)
24" 1440p 165Hz: Dell S2417DG.

They are not too expensive, and from what I can see, prices are comparable to 240Hz monitors. These two monitors are recommended by pcmonitors.info, who is a very trusted display reviewer.

27" for 1440p is a very good size. Still higher pixel density than 24" 1080p. 24" 1440p is very high pixel density, you will need to enable DPI scaling in Windows (similar to 4K monitors.)
