Those tests I did and posted photos are fine for both values?

Yes. It showed that frameskipping was not the cause of your differences in feel.

A heavily frameskipping monitor can feel like erratic input lag (since the missed refresh cycles mean the old refresh cycles are displayed longer = laggier). But that's definitely not the cause of your lag.

Your monitors are fine, you executed the test just fine (albiet exposures are short, they're sufficient since you did 2 tries).
Your monitors are not frameskipping.

However...
It appears your problem is mainly purely latency-related -- a strange lag difference between 120Hz and 144Hz.

Is possible that this input lag may be because of Respone Time setting? It feels better with Low setting on 144Hz instead of Middle like I was using.

No, that would be the overdrive setting (pixel response time.) There can't be any real input lag difference between low and medium.

So I tried different scalling settins in NVIDIA and I keep that 144Hz is laggy and add input lag so I will stay with 120Hz. But I have question about restore to default settings in Nvidia does it work correct? I have weird feeling like now after I tested settings and used it to restore my settings I have sutters.

I read somewhere that there is need to reinstall drivers to make scaling to default mode. Is it true?

I don't want to make another topic so I will ask here, so I called up service menu of mine LG and I found that my values are different compared to this from Display-Corner review. It's normal that they are calibrated differently?

You have a newer firmware version, so they probably improved the calibration.
