I have response time set to fast, in the windows settings it shows that I have 239hz, so I go into the CRU and click on the full HD chapter and change hz to 240, only I do not know whether manual or native and reduced ... I come in csa, in the monitor shows that I have a resolution of 1280x960 240hz (in display info) or 1920x1080 240hz, depends on how I set it in CRU (I do not know how it should be) earlier I had lg 24gm77 and it seems to me that the image was 144 hz even liquid than 240 ... In csie because mainly in this game I have some scins of the screen, if I am dead and I have a camera for another, you play this game is a massacre, the screen seems to be lagging. Fps I have 300-400 constantly. Do you have any idea what is wrong?

239Hz is fine. Windows does not display the fractional part. You don't need to use CRU. You might be making things worse.

What scaling is better? gpu or display? I can use dispal and have current resolution in my monitor at 1280x960 hz in cs go if I add in cru 1280x960 and 239.76hz in detailed resolution, but if I do not add it I have in cs 1920x1080 240hz. How is it better?

It depends on the display. I've seen GPU scaling be better, and I've seen display scaling be better. Try both ways.
The fractional refresh rate difference doesn't matter one iota, as long as it isn't frameskipping. 240Hz vs 239.76Hz is harder to see than the difference between 60.00Hz and 59.94Hz, and only important for fixed-framerate material (e.g. video) which is not applicable to games.
