I'm not sure why but with my AMD Vega any resolution below 1080p is showing 120hz in the TestUFO refresh rate checker despite the 240hz mode being correctly selected, 1080p is correctly showing 240hz. This doesn't occur with my windows 8.1 install. I don't want to add the resolution manually using CRU as that appears to me to introduce latency (presumably due to the way 240hz monitors are setup). Alienware AW2518HF monitor. The monitor itself reports the correct 240hz 1920x1080 (black bars) resolution but it's clearly 120hz.

Furthermore, if I select the 144hz mode, it will show 72hz in TestUFO refresh rate!

Stock CRU/timings/config, have DDUed and clean installed GPU driver.
Switching to full panel and then back to Center appears to fix the issue until a resolution change.

Looks like a browser issue. Close all programs, all tabs, and only have that one testufo tab open in the browser.

If you disable all FPS caps, force vsync ON and run a game that can easily reach FPS = Hz, you should see 240FPS (due to vsync.) If that's the case, then this does look like the testufo test fails for whatever reason.

Enabling v-sync no fps cap shows 120 fps, rather than 240. If I switch from 'Center' to 'Full panel' and then enable V-sync it shows the correct 240hz.

If I tick the 'GPU scaling' box and retain 'Center' it's also capped at 120 fps. 'GPU scaling' 'full panel' is 240 fps.

Well, AMD driver bug then. I don't know if there's anything you can do. It seems GPU scaling applies a 1/2 vsync.
