low strobe rate + high refresh rate?

Ask about motion blur reduction in gaming monitors. Includes ULMB (Ultra Low Motion Blur), NVIDIA LightBoost, ASUS ELMB, BenQ/Zowie DyAc, Turbo240, ToastyX Strobelight, etc.

Is this possible if the goal is to increase the black frame stroboscopic effect, without compromising on the display frame rate?

can you run 60hz strobing at 120hz/120fps?

No. Lower strobe rate than refresh rate doesn't make sense and is not possible either.
