Help in identifying the problem

Guys.. please help me identify the problem I seem to have with ALL GAMES.

When I move mouse around the background looks super blurry, out of focus, maybe there is some microstuttering there?

This is driviving me crazy to the point that I am considering giving up on PC gaming...

RTX 2080 + GSYNC 144 HZ monitor.

That's a 36FPS video, so yeah it looks bad. Not sure what you intended to show us.

Please focus on the red X sign. It kind of stutters, but there is no drop in fps or frametime.

I think the issue that I have is juddering. What is strange to me is that it happens across all frame rates, so i.e. in some games I have juddering even if I refresh 162 fps on 165 hz monitor with G Sync and V sync ON. I also didn't notice it in the past, i.e. I didnt have any problems running Sekiro at 60 fps and now this game is unplayble to me. What might be the problem?
